That is the clause in a law in Barre Vermont. It is raising a lot of cane amongst the owners of cats. Especially the owners of the ones who are roaming the neighborhoods unleashed.
Some are asking if Barre can afford a jail for captured cats?
There are disputes between cat owners and landowners about cats using their yards as a potty area. Nothing worse then digging in your topsoil to plant a flower and digging up poo.

I can’t even imagine trying to put my cat on a leash. To begin with he is a stray we took in but he still wants to go out. He has his ways and I know would never go for that.
